The starter is not in the car at all anymore, I have been doing this test with power wire for an amp so I know the wire is not too small. The battery was bought about 4 months ago. But yes the gear will engage and retract but it wont spin. I can spin the gear by hand but under battery power it will not spin. As h.240 said, it is the solenoid. If the starter spins but doesnt engage, the solenoid is most likely the issue, not the brushes. If it's worn out to the point that the solenoid isnt passing current, might as well look into a new one to be safe. If you have a multi meter, you can check this to see if the solenoid is still functioning.
